Up to date the invasion has reached a total of

some 200 men, a few of whom have some little money in

their hands, a certain number are fit and able to ob-

tain work readily; whilst a considerable proportion

of them are miserable beings, unsuited even for cotton

picking or cleaning the sugar fields.

It appears that the reason of this unpleasant

difficulty is that there are now two steamship Compa-

nies running on the direct Callao-Yokohama line in op-

position to each other and offering very cheap rates

of passage to Peru and a premium of £1 per head to

Agents who secure passengers for them.

Consequently unscrupulous persons at Hongkong end

in whatever ports emigrants can be found, are inducing

the poor and ignorant to flock to this Country by spe-

cious promises as to their finding here an El Dorado

of riches, luxury, and leisure, which I need hardly

say is absolutely fabulous.

At present the deck fare from Hong Kong to Callao

is only £9: but the passengers cannot return for

less than £22.
